The Regional Trial Court of Manila (Branch 27) issued an order denying the various petitions for the issuance of a writ of preliminary prohibitory injunction on the implementation of BoA Resolution 3-2016 on the Certificate of Compilation Services. These petitions, numbered as Civil Case No. 16-137284, were filed by fifty two petitioners (New Excelsior General Merchandising, Inc. et. al) last November 2016 and petitioned Judge Teresa Patrionio Soriaso to issue a write of Preliminary Prohibitory Injunction on PRC and BoA from implementing BoA Resolution 3-2016 and to render judgment that This Resolution and other related issuances of the BoA are in violation of the Constitution and must be rendered void ad initio
In a decision dated February 13, 2017 and received by Boa on March 17, 2017, Judge Soriaso issued her decision and order that all the petitions did NOT meet the four essential requisites for the issuance of a writ of preliminary prohibitory injunction.
